“环阿尔泰山次区域”知识产权合作机制构建研究

Study on the Construction of Intellectual Property Cooperation Mechanism around the"Altai Mountain SubRegion"

随着"环阿尔泰山次区域"四国之间经贸往来的快速推进,基于高科技产业领域的技术协同发展正逐渐代替以往的初级能源、农业等产品领域的合作。而知识产权合作机制的缺失已成为制约中、俄、哈、蒙进一步扩大多边技术协同与创新的障碍因素之一。因此,应加强四国在知识产权制度差异性比较、创设区域知识产权信息库、创新跨境知识产权纠纷解决机制及培养通晓各方主要语言知识产权人才等方面的协同共建。

With the rapid development of the economic and trade exchanges among the four countries in the"Altai Mountain Sub-region",the technological synergetic development based on high-tech industries is gradually replacing the previous cooperation in primary energy,agriculture and other product fields.The lack of intellectual property cooperation mechanism has become one of the obstacles to the further expansion of multilateral technology collaboration and innovation in China,Russia,Kazakhstan and Mongolia.Therefore,it is necessary to strengthen the cooperation among the four countries in the differences comparison of intellectual property rights systems,the establishment of regional intellectual property information database,the innovation of cross-border intellectual property dispute settlement mechanism,and the training of intellectual property personnel who are familiar with the main languages of the four countries.
