十九大以来经济高质量发展评价研究:进展与反思

A progress and reflection of the evaluation of high-quality economic development since the 19th National Congress of the CPC

基于一般性评价实践的构成要素,从评价对象和评价体系的建立依据、测度方法与数据来源、评价结果等方面对党的十九大以来经济高质量发展评价相关研究进行系统梳理,指出现有研究的不足与挑战,提出未来研究建议。目前研究不足及挑战体现在:发展滞后的评价理论体系不能够提供充足的学理支撑,经济高质量发展内涵的多维性和复杂性增加量化评价难度,权威客观的评价体系尚未形成,数据来源与测度方法较为单一,评价内容的广度与深度不足,评价结果对实际生产生活的指引性不强等。未来研究中,要建立健全评价学体系,夯实评价研究的理论之基;深化经济高质量发展内涵研究,夯实评价体系构建的理论基础;坚持共通性与特殊性相结合,在统一发展理念下因地制宜地构建评价指标体系;加快构建新时代现代化统计调查体系,丰富完善评价方法手段;拓宽评价对象范围,加强研究挖掘深度;以评价促发展,切实发挥评价对现实实践的“指挥棒”作用。

This paper conducts a literature review on the evaluation of high-quality economic development since the 19th CPC National Congress in terms of the evaluating objects,evaluating index,measuring methods and data sources,and the evaluating results according to the general assessment process in practice,points out the deficiencies and challenges of existing research;and then puts forward suggestions for future research.At present,the research deficiencies and challenges include that the underdeveloped evaluation theory cannot provide sufficient theoretical support,the multidimensional and complex nature of high-quality economic development increases the difficulty of its evaluation,an authoritative evaluating system has not yet been established,the data sources and measuring method are relatively simple,the breadth and depth of the evaluation are insufficient,and the evaluating result is limited in guiding the practice.For the future research,the country should improve the evaluation theory and consolidate the theoretical basis of evaluation research,deepen the research on the nature of high-quality economic development and consolidate the theoretical basis of constructing the evaluating system,construct the evaluating system according to the local conditions under the same objective of high-quality economic development combining commonness with particularity,accelerate the construction of a modern statistical system and enrich the evaluating methods,broaden the evaluating scope and strengthen the research depth,and give full play to the evaluation of high-quality economic development in guiding the practice.
