欠发达地区县域基本公共服务供给效率研究——来自三峡库区的例证

Study on the supply efficiency of basic public services in counties in underdeveloped areas——Taking Three Gorges Reservoir Area as an example

提高基本公共服务供给效率有助于补齐欠发达地区民生短板,是改善地区基本公共服务供给水平和居民生活质量的有效途径。以三峡库区15个区县为例证,运用三阶段DEA方法对三峡库区县域基本公共服务供给效率进行测算。结果表明:受规模效率影响的三峡库区基本公共服务供给效率整体水平较低,较低的基本公共服务供给效率在一定程度上制约了三峡库区基本公共服务供给水平和供给质量,同时受经济发展水平、财政自给能力、人口密度和城镇化水平等环境变量的影响,不同区县基本公共服务供给效率存在区域异质性。

Enhancing the supply efficiency of basic public services is helpful to improving people’s livelihoods.It is an effective way to improve the supply level of basic public services and life quality of residents.Taking 15 counties in the Three Gorges Reservoir Area as examples,the three-stage DEA method is used to calculate the supply efficiency of basic public services in the Three Gorges Reservoir Area.The results show that:the overall supply efficiency of basic public services affected by scale efficiency in the Three Gorges Reservoir Area is relatively low,and the low supply efficiency of basic public services could restrain the level and quality of the supply of basic public services.At the same time,it is also influenced by economic development level,financial self-sufficiency,population density,urbanization level and other environmental variables that caused regional heterogeneity in the supply efficiency of basic public services in different counties.
