新冠肺炎疫情对江苏科技型中小企业影响及对策

Influence of COVID-19 on small and medium-sized sci-tech enterprises in Jiangsu and countermeasures

文章通过问卷调查的方式对江苏省科技型中小企业基本情况、受疫情影响及需求情况进行了调查分析,认为虽然地方政府出台的相关政策在一定程度上疏解了困境,且大多数企业能够积极应对、主动调整经营模式,经营状况有所好转,但绝大部分企业在资金、运营成本、市场、科研等经济指标方面仍受到不同程度影响,对政府支持政策的需求较大。建议政府应该从加大科技优惠政策宣传力度、拓宽科技优惠政策覆盖面、降低科技型中小企业融资成本、设立科技型中小企业振兴基金、加强科技创新研发五方面助力江苏科技型中小企业平稳健康发展。

This paper investigates the basic situation,the influence of COVID-19 and the demand of medium-sized sci-tech enterprises in Jiangsu by means of questionnaire.It is concluded that although the relative policies of local government can solve the dilemma to a certain extent,and most enterprises can actively cope with and adjust the operation mode to improve the operation condition,most enterprises are still affected by different degrees in terms of economic indices such as capital,operation cost,market and scientific research.They have great demand for governmental policy.It is suggested that the government should promote the smooth and healthy development of the small and medium-sized enterprises in Jiangsu from five aspects:(1)strengthening the publicity of sci-tech preferential policy;(2)widening the coverage of sci-tech preferential policy;(3)reducing the financing cost of small and mediumsized sci-tech enterprises;(4)establishing the fund for the revitalization of sci-tech small and medium-sized enterprises;and(5)strengthening sci-tech research and development.
