摘要
2015年新《食品安全法》颁布实施。新法总则明确指出食品安全工作应落实"预防为主、风险管理、全程控制、社会共治、建立科学、严格监督"的监管理念,强调激发社会力量共同治理的"社会共治"原则,突出行业协会、新闻媒体以及消费者的参与,以期实现多元社会力量作用下的食品安全监管模式的变革。在科教兴国战略实施下,国家对教育的投入不断增加,但就目前来看,国家投入到学校的经费主要用于教育教学基础设施建设,用在食堂基础设施建设和食品安全管理等方面的经费相对较少,食堂的基础设施有待提升、人员素质不够、管理存在漏洞等现象普遍存在,给学校食堂食品安全带来了诸多隐患。学校食堂食品安全问题不仅关乎孩子们的健康成长,更是建成社会主义现代化强国坚实的基础。故此,通过依托辖区实况进行分析,探析协同治理之下学校食堂食品安全保障措施,希望能够为食品安全监管工作提供有效的建议。
The newly Food Safety Law was promulgated in 2015.Its general point out that food safety work should implement the"prevention first,risk management,control the whole process,social work,establish scientific and strict supervision"regulatory philosophy,emphasis on stimulating social forces common governance"social work"principle,industry association and the news media and consumer’s participation,in order to realize the pluralistic social force under the action of food safety supervision mode change.Under the background of the strategies of reinvigorating China through science and education,the government spending on education is increasing.But for now,the government funding is mainly used for infrastructure construction,the funds for canteen and food safety management is relatively low.The infrastructure of canteen and the personnel quality need to be improved,management loophole phenomenon exists generally,these all brought many hidden dangers to the school canteen food safety.The problem of food safety in school canteens is not only related to the healthy growth of children,but also the solid foundation for building a strong modern socialist country.Therefore,based on the actual situation of the jurisdiction,this paper analyzed the food safety guarantee measures of the school canteen under the collaborative governance,to provide effective suggestions for food safety supervision.
