摘要 提出了一种“任务-任务需求-能力指标”的装备维修保障能力评指标体系构建方法;将“基于能力”的战略思想与新体制下装备维修保障能力建设相结合,分解装备维修保障任务,细化为任务需求,映射为能力指标;运用模糊聚类分析法,梳理形成层次型指标体系框架;该方法明确了装备维修保障任务需求体系,能够较好的分析任务需求与能力指标之间的映射关系,可为新体制下装备维修保障能力构建评估提供技术支持。 A method for constructing an index system of“task-task demand-capability index”was proposed.The“capability-based”strategic thinking was combined with the construction of equipment maintenance support capabilities under the new system.We decomposed equipment maintenance support tasks,refined them into task requirements,and mapped them to capability indicators.We used fuzzy cluster analysis to sort out and form a hierarchical index system framework.This method clarified the equipment maintenance support task requirement system,and can better analyze the mapping relationship between task requirements and capability indicators,and provide technical support for the evaluation of equipment maintenance support capabilities under the new system.
