中国省域经济高质量发展水平测度及实现路径--基于使用价值的微观视角

Research on the Measurement and Realization Path of High-Quality Development of Chinese Provincial Economy:From the Micro Perspective of Use Value

本文围绕生产、分配、流通和消费四个环节及其外部性,构建包括4个一级指标,28个二级指标的高质量发展评价体系,并利用熵权法和TOPSIS评价模型对我国省域经济高质量发展水平进行测度。结果表明,我国经济高质量发展水平还有较大提升空间,省域经济的质量水平与规模水平差异明显。东部经济高质量发展水平依次高于西部和中部。东部在生产和分配环节分值较高,而西部在流通和消费环节表现出更高的高质量发展水平。因此,应坚持创新引领,保证供给体系质量;协调好市场的决定性作用和有为政府的关系,促进区域、城乡协调发展;加快制度创新,推进服务业与制造业深度融合,提升流通效率;优化促进消费的体制机制,倡导绿色健康消费理念,提高消费质量。

This article focuses on the four links of production,distribution,circulation and consumption and their externalities,to build a high-quality development evaluation system that includes 4 first-level indicators and 28 second-level indicators,to measure the level of high-quality economic development by using the entropy weight method and TOPSIS evaluation model.The results show that the level of high-quality economic development in China needs to be improved,and the difference between the quality level and the scale level is obvious;the high-quality development level of the eastern provinces is higher than that of the western and central regions in turn.The eastern and central parts perform better in production and distribution,while the western part shows a higher level of high-quality development in circulation and consumption.Therefore,we should ensure the quality of the supply system by insisting on innovation;coordinate the decisive role of the market and its relationship with the promising government,promote the coordinated development between regions,between urban and rural areas;accelerate institutional innovation,promote the deep integration of the service industry and the manufacturing industry,and improve the efficiency of circulation;optimize institutional mechanisms to promote consumption,advocate green and healthy consumption concept,improve consumption quality.
