产业链视角下中国与中亚国家纺织服装业竞争力测度与合作对策

Competitiveness Measurement and Cooperation Strategies on Textile and Garment Industry between China and Central Asia under the Angle of Industrial Chain

产能合作是促进“一带一路”建设的重要抓手,纺织服装业是中国与中亚国家开展产能合作的重要领域。本文在分析纺织服装业产业链内涵的基础上,选用UN Comtrade数据库中的中国、哈萨克斯坦、吉尔吉斯斯坦、乌兹别克斯坦四个国家的贸易数据,通过计算RCA指数和TC指数,分析和比较中国与中亚国家纺织服装业产业链各环节的国际竞争力。结果发现中国与中亚国家纺织服装业产业链合作潜力巨大,建议增强上游环节的科技合作、加大中游环节的投资合作、加强下游环节的加工制造合作,同时应促进与中亚国家的政策沟通、加强纺织服装产业链合作的金融支持、签订或升级双边投资保护协定、完善投资风险评估机制,以更好地促进中国与中亚国家纺织服装业的贸易合作。

Capacity cooperation is a grasp to push the Belt and Road construction.And textile and garment industry is the important area for capacity cooperation between China and Central Asia.Based on analyzing the connotation of the industry chain,picking up the trade data from China,Kazakhstan,Kyrgyzstan and Uzbekistan in UN Comtrade data base and by counting RCA index and TC index,the paper has analyzed and compared the international competitiveness on all links in the chain of textile and garment industry between China and countries in Central Asia.It is proved that there is great potential in the chain cooperation.Therefore,in order to push the trade cooperation between China and Central Asia,some suggestions should be taken such as strengthening the technical cooperation at upstream link,expanding the investment cooperation at midstream link and enhancing the cooperation on processing and manufacturing at downstream link,meanwhile,promoting the policy communication with Central Asia,increasing the financial support on the industry chain cooperation,signing and upgrading the bilateral investment protecting agreements and perfecting investment risk assessment mechanism.
