Life Safety and Governance Reform in the New Era

新冠肺炎等生命政治议题,是以人民安全为宗旨的总体国家安全的重要组成部分,既考验着我国治理体系和治理能力,更彰显着新时代中国特色社会主义制度优势与自信。为此,有必要以唯物史观和中国生命安全治理历史性实践为基础,借鉴哥本哈根学派的安全化及其言语行为方法、福柯有关生命政治及其治理技艺,分析生命、健康、卫生等人口因素及其治理考验,阐述其中富有中国智慧的安全化进程及其治理实践,进而从治理主体、治理机制、治理手段、治理能力等方面提出生命安全治理变革的对策性思考。在生命安全化进程中治理技艺必须基于中国总体国家安全,力求做到自我治理、家庭治理(社会治理)、国家治理与全球治理(天下治理),统筹行政治理与安全治理,推进经济治理与财政治理,提升伦理和知识治理,改进数字和信息治理。

COVID-19 and other relevant subjects are vital political components of the overall national security,which is aimed at people’s safety.It is a test of China’s governance system and governance capacity,and highlights the superiority and self-confidence of the new era socialism with Chinese characteristics.Therefore,it is necessary to analyze the demographic factors such as life,health and health and their governance tests based on the historical materialism and the historical practice of China’s life safety governance,drawing lessons from the safety of Copenhagen school and its speech behavior method,Foucault’s life politics and governance skills,and expound the process and governance practice of China’s intelligent safety,and then put forward the countermeasures of life safety governance reform from the aspects of governance subject,governance mechanism,governance means and governance ability.In the process of life security,governance skills must be based on China’s overall national security,and strive to achieve self governance,family governance(social governance),national governance and global governance(world governance),overall administrative governance and security governance,promote economic governance and financial governance,enhance ethical and knowledge governance,and improve digital and information governance.
