“十四五”江苏乡村人才振兴战略研究

Study on Rural Talents Revitalization Strategy in Jiangsu Province during the“14 th Five-year”Plan Period

乡村人力资源潜力巨大,然而在乡村人才资源开发过程中,存在着"认识误区与观念滞后、育用脱节与结构失衡、行政缺位与短缺流失、机制障碍与政策缺失"等不足;制约乡村人才发展的因素通常有社会经济、制度措施、组织管理和个人等四个方面。通过对江苏乡村人才发展实践的研究,探究论证"十四五"江苏乡村人才发展"三个五五"战略目标和实施步骤,从科学规划、系统培育、放权松绑、强化激励、优化环境等提出"十四五"乡村人才发展的对策措施。

The potential of rural human resources is huge.However,in the process of rural human resources development,there are some deficiencies,such as“misunderstanding and lagging concept,disconnection between education and utilization and structural imbalance,administrative vacancy and shortage loss,mechanism obstacle and policy deficiency”.The factors restricting the development of rural human resources usually include social economy,institutional measures,organizational management and individual.Based on the practical research on the experience of foreign countries for reference in the development of rural talents in Jiangsu province,this paper explores and demonstrates the strategic objectives and implementation steps of the“three five-five plan”for rural talent development in Jiangsu province,and puts forward countermeasures for rural talent development from the aspects of scientific planning,systematic cultivation,decentralization,incentive strengthening and environment optimization.
