Development Strategies of Application-oriented Colleges and Universities:Core Issues,Formulating Structure and Organizational Implementation

随着我国高等教育进入普及化阶段,应用型大学的发展面临着新的机遇和挑战。立足应用型、内涵式、开放化等核心问题,应用型大学要以固化办学定位、主导发展重点、明确发展目标、理顺发展举措等方式制定发展战略架构。发展战略的组织实施方面,则应以战略领导统筹发展过程,以绩效管理配置发展资源,以体制改革激发发展活力,以工程建设促成发展目标,以战略评估保障发展质量。

As China’s higher education enters the stage of popularization,application-oriented colleges and universities are facing new opportunities and challenges.Targeting at core issues of application-orientation,connotative development and open education,application-oriented colleges and universities should formulate development structures by solidifying the school orientation,leading the development focuses,clarifying the development goals,and rationalizing the development initiatives.As for the organizational implementation of development strategies,they should coordinate the development process with strategic leadership,allocate development resources according to performance management,stimulate development vitality via institutional reform,achieve development goals though engineering construction and guarantee development quality by strategic evaluation.
