巩固中国在全球产业链重组过程中的分工地位研究

Research on Consolidating China's Division of Labor inthe Process of Global Industrial Chain Restructuring

近年来,世界经济格局演化的诸多不确定性和“逆全球化”态势,导致全球产业链重组不可避免。本文基于国外政府和企业兼顾效率与安全的角度,分析了全球产业链内向化、区域化和多元化的重组趋势,从增强产业链粘性和韧性、配套跨国公司、推进自贸进程、内外链互动循环、产业链集群升级等基本方向提出了直接对策,并从“竞争中性”政策、国有企业改革等方面提出了配套基础性策略,从而维护全球产业链的健康发展,巩固中国在全球分工体系中的地位。

In recent years,many uncertainties in the world economic structure and the trend of"anti-globalization"have led to the inevitable restructuring of the global industrial chain.This article analyzes the restructuring trends of inward,regional and diversified global industrial chains based on the perspective that foreign governments and enterprises balance efficiency and safety.Besides,this paper proposes direct countermeasures from the basic directions of enhancing the stickiness and resilience of the industrial chain,supporting multinational companies,advancing the process of free trade,the interaction of internal and ex⁃ternal chains,and upgrading the industrial chain cluster.And it also proposes supportive strategies from the“competitive neu⁃tral”policy and the reform of state-owned enterprises,so as to maintain the healthy development of the global industrial chain and consolidate China's position in the global division of labor.
