To realize the facilitation and convenience of government affairs service requires the formation of high-quality and high-efficient data sharing between governments at all levels and their departments,and the removal of administrative barriers caused by data segmentation.Data concatenation is an attempt at data shar⁃ing,but due to the gap between the existing capabilities of Internet technology and the technical requirements of data sharing,it still cannot completely eliminate the governments’administrative worries about data disclosure.Data interconnection is the trend of data sharing.Block chain creates a strong credibility mechanism for data sharing with its technical characteristics of decentralization,distributed accounting,transparency,and non-dis⁃tortion,and shows the value of optimizing government affairs service at three levels,i.e.service scope,service cost,and service result.
