城市居民阶梯水价节水效应及其比较研究——兼析杭州居民阶梯水价节水效应

Water-saving Effect of Urban Residents'Stepped Water Price and its Comparison Research——Analysis of Water-saving Effects of Hangzhou Residents'Stepped Water Price

近年来,全国各地积极推行居民阶梯水价改革,促进用水节约和水资源持续利用,推动形成绿色生活方式。本文介绍了国内外城市阶梯水价政策情况,以杭州市为实证研究对象,重点从节水角度分析城市居民阶梯水价政策实施效果。研究发现:自实施阶梯水价改革以来,2015-2018年杭州市实行"一户一表",居民用水户用水量户均减少8.27%以上;居民生活用水支出占可支配收入比例在0.25%-0.37%之间;高用水量用户节水量高于普通户,但节水幅度低于普通户;下半年节水效应总体高于上半年,以第四季度最为明显。根据研究结论,针对性提出政策建议,为下一步完善阶梯水价政策提供参考。

In recent years,China has actively promoted the reform of tiered water prices to promote water conservation and sustainable water resources use and achieve a green lifestyle.This article introduces the domestic and foreign urban tiered water price policy,taking Hangzhou as the research object,focusing on analyzing the effect of urban residents’tiered water price policy implementation from water saving.The study found that since the implementation of the tiered water price reform,Hangzhou implemented“one household,one meter”from 2015 to 2018,and the water consumption of residential water users was reduced by more than 8.27%;the proportion of household water expenditure to disposable income was 0.25%-0.37%;high water consumption users save more water than ordinary households,but the extent of water-saving is lower than ordinary households,etc.To conclude,targeted policy recommendations are put forward.
