“四重定位”视域下民族法治人才培养路径研究

Study on the Cultivation Path of Ethnic Professionals in the Legal System from the Perspective of “Quadruple Positioning”

民族法治人才是服务于民族地区法治建设的特定型人才,旨在缓解民族地区基层政法机关的人才缺口问题。原有三重定位之下的法学教育在完成一元培养模式向多元培养模式转换的基础之上,存在着片面追求应用型、复合型定位的问题。基于对"卓越法治人才培养计划"四重定位的内涵解读,民族法治人才的法学教育正面临着新的变革要求和挑战。在培养民族法治人才的过程中,应以民族地区的法治需求为导向,通过"创新能力培养""定向职业引导""民族文化素养提升"等路径选择,协调"应用型、复合型、创新型、定向型"四重定位之间的内部关系,达到应用型法律人才、复合型双语人才、创新型能动人才以及定向型服务人才的实践需求。

Ethnic professionals in the legal system are important in alleviating the problem of talent gap in the political and legal organs at the grass-roots level in ethnic areas for the legal system construction purposes. On the basis of the transformation from unitary training mode to multiple training mode,the legal education under three-fold orientation has the problem of unilateral pursuit of application and compound type.Under the four-fold orientation of the "Outstanding Legal Professionals Training Program",the legal education of ethnic legal professionals is facing new reform requirements and challenges. In the process of training the ethnic legal professionals,we should take the local demand for legal system construction in ethnic regions as the guiding principle,coordinate the internal relationship among the "quadruple positioning"of "application type,compound type,innovation type and orientation type". In order to meet the practical needs of applied legal professionals,compound bilingual professionals,innovative and self-motivated professionals and targeted service providing professionals,we should adopt the path selection including "innovation ability training","directional career guidance"and"ethnic cultural literacy promotion".
