边境安全视角下边境地区“空心化”问题思考

Thinking“Hollowing Out”in Border Areas from the Perspective of Border Security

边民是边境地区安全的核心要素,因此边境地区边民外流所产生的“空心化”问题不是简单的人口外流问题,而是典型的边境安全问题。由于边境地区在国家安全中的特殊地位,使得边境地区的“空心化”问题对边境安全产生了比较大的消极影响,因此从边境安全的视角思考边境地区“空心化”问题显得尤为重要。从边境地区“空心化”的概念着手,分析边境地区“空心化”的原因、表现及对边境安全的影响,并提出应对这一问题的对策:把边境地区“空心化”问题提升到边境安全的高度来应对、提升边境地区的吸引力、深挖边境地区的经济增长点、处理好边境地区安全与发展的关系,以期引起相关部门的重视,并对切实解决边境地区“空心化”问题有所裨益。

Border residents are the core elements of border security.Therefore,the“Hollowing out”problem caused by the outflow of border residents is not simply a problem of population outflow,but a typical border security issue.Because of the special status of border areas in national security,the problem of“Hollowing out”in border areas has a very negative impact on border security.Therefore,it is especially important to think about the problem of“Hollowing out”in border areas from the perspective of border security.This article begins with the concept of“Hollowing out”in border areas,analyzes its performances,causes and impact on border security,and proposes countermeasures to deal with this problem.These measures are to raise the issue of“Hollowing out”in border areas to the height of border security,to enhance the attractiveness of border areas,to dig deeper into economic growth points in border areas,and to balance the relationship between security and development in border areas,with a view to attracting the attention of relevant departments.It is beneficial to solve the problem of“Hollowing out”in border areas.
