公安派出所深度治理矛盾纠纷路径研究——以G派出所为例

Research on Paths of In-depth Governance of Conflicts and Disputes Resolved by Public Security Police Station—Take the G Grassroots Public Security Police Station as an Example

实证调查分析发现,在末端管理背景下,面对大量矛盾纠纷“涌”入公安派出所的现状,部分派出所面临着矛盾纠纷“被动式”一元主体末端解决困境、矛盾纠纷化解规范化要求与警力不足冲突困境以及矛盾纠纷“片段式”理性裁决困境等。建议从理念革新推进矛盾纠纷治理关口前置、制度创新保障矛盾纠纷联动治理、实现矛盾纠纷科技化精细治理和挖掘矛盾纠纷情感治理路径等维度推动派出所深度治理矛盾纠纷。

Through empirical investigation and analysis,it is found that in the context of terminal management,in the face of the status quo of the public security police stations undertaking the heavy task of resolving conflicts and disputes,some public security police stations are faced with three dilemmas.The first is“passive”single sector dealing with conflicts and disputes by the way of terminal management.The second is conflicts between standardization of conflicts and disputes resolution and police overload.The third is“segmented”rational adjudication of conflicts and disputes.In this regard,it is recommended to extend governance depth of conflicts and disputes through four paths:promoting front-end governance by innovating the idea,guaranteeing joint governance by institutional innovation,achieving scientific and technological fine governance and digging the path of emotional governance.
