基层公安机关警务效能提升研究——以L公安分局为例

Research on Improving Policing Efficacy in Grassroots Police Organs—A Case Study on L Police Sub-bureau

基层公安机关是公安实战的基本单位,提升其警务效能对于公安改革的成败具有重要意义。通过将L公安分局的警务效能现状和效能提升存在的问题进行全方位分析,并针对基层公安机关警务效能的提升,在完善警情分流机制、实现警力无增长改善、改进警务系统、构建内外部效能评估体系和加强评估结果充分运用等方面提出建议。

Grassroots police organs are the basic units in the police field.Improving their policing efficacy is of great significance for the success of police reform.Through an all-round analysis of the current situation and existing problems of policing efficacy of L Police Sub-bureau,this paper puts forward suggestions on the improvement of policing efficacy of grass-roots police organs in perfecting the mechanism of policing alert diversion,realizing the improvement of policing without expanding the size of police force,improving the policing system,constructing the internal and external efficacy evaluation system,and strengthening the full use of evaluation results.
