人力资本与社会资本理论下教育扶贫政策评估及效能优化--基于对598份有效问卷的深度分析 被引量:7

摘要 教育扶贫肩负着阻断贫困代际传递的历史使命,是决胜脱贫攻坚的有效路径和必然选择。通过问卷调查及个案深度访谈获取数据,运用有序Logit模型对教育扶贫政策展开绩效评估,探究人力资本和社会资本变量对政策实施质量的作用机制。研究发现,义务教育阶段、父母受教育水平等人力资本特征对政策满意度有显著正影响,而家庭就业能力则存在负向作用,学校重视程度、学校落实情况、政策宣传、审核实施过程等社会资本特征对满意度有正向影响,性别特征、户籍性质、是否建档立卡等因素对政策满意度有显著异质性效应。基于此,形成教育扶贫“五位一体”多元主体协同治理格局,构建教育扶贫与乡村振兴有机衔接机制,保障城乡教育服务一体化政策有效供给,最终实现教育扶贫政策效能优化。 Poverty alleviation through education shoulders the historical mission of blocking the transmission of poverty from generation to generation,and it is an effective path and inevitable choice to overcome poverty.Through questionnaire survey and case in-depth interviews to obtain data,using ordered Logit model to carry out performance evaluation of education targeted poverty alleviation,and explore the mechanism of human capital and social capital variables on the quality of policy implementation.The results show that the stage of compulsory education,parents’education level and other human capital characteristics have a significant positive impact on policy satisfaction,while family employability has a negative effect.Social capital characteristics,such as school attention,school implementation,policy publicity,audit implementation process,have a positive impact on satisfaction.Gender characteristics,the nature of household registration and whether to file or not have a significant heterogeneity effect on policy satisfaction.Based on this,we should form a“five in one”multi subject collaborative governance pattern,build an organic linkage mechanism between education poverty alleviation and rural revitalization,ensure the effective supply of urban and rural education service integration policies,and finally optimize the effectiveness of Education Poverty Alleviation Policies.
