清代直隶义仓的兴废——兼论光绪初年方宗诚在枣强的义仓建设

Rise and Fall of Zhili Yicang in the Qing Dynasty:Also on Fang Zong-cheng’s Yicang Construction in Zaoqiang County in the Early Guangxu Period

文章在梳理清代直隶义仓发展史的基础上,涉及嘉庆道光年间直隶总督那彦成兴复义仓和晚清时期有关义仓的争论和义仓修复的反复等内容,尤其对方宗诚在枣强县修建义仓的情况进行了重点分析,并关注到不同时段义仓修复活动的特点和清政府义仓政策的变化等问题。清代直隶的义仓建设,始终是在官方主导下的进行的,地方官吏是影响其兴废的关键因素。

This paper researched the development history of Zhili Yicang in the Qing Dynasty,focused on the revival of Yicang in Jiaqing and Daoguang period and the restoration of Yicang in the late Qing Dynasty,especially on Fang Zong-cheng’s construction of Yicang in Zaoqiang County,and paid attention to the characteristics of Yicang restoration movement in different periods and the changes of government policy on Yicang.This study revealed that the construction of Zhili Yicang in the Qing Dynasty was always carried out under the leadership of the government,and local officials were the key factors affecting its rise and fall.
