韩国新型毒品犯罪防控对策及启示

ROK’s Prevention and Control Countermeasures to New Drug Crimes and the Significance to China

毒品犯罪一直是世界各国共同关注的问题。随着科学技术的发展大潮,毒品犯罪也更加复杂化,尤其是新型毒品带来的各种危害,已涉及经济、社会、卫生、文化等领域。韩国对新型毒品犯罪的防控对策主要有:规定“临时毒品类指定制度”、研发检测和发现新型毒品的标准物质、网络监控、各部门之间加强协作、民间组织积极参与防控、制定法律、加强国际合作等。目前,我国的新型毒品犯罪也在不断增多,我国在相关应对策略还不够充分的情况下,可以借鉴韩国经验,强化相关部门防控协作、制定“临时毒品类指定制度”、加强新型毒品预防宣传教育、扩大禁毒民间组织力量等,以期降低我国新型毒品犯罪的与日俱增。

Drug crime has always been a concern of all countries in the world.The features of drug-related crimes are more complicated,especially the hazards brought by new psychoactive substances,which have involved the fields of economy,society,health and culture.ROK’s prevention and control countermeasures include formulating“temporary drug designation system”,developing standard substances for new drugs testing,Network monitoring,enhancing domestic and international cooperation,active participation of non-governmental organizations and making relevant laws.As new drug crimes in China is increasing at present,it is necessary to draw lessons from ROK to reduce the crimes by strengthening collaborative prevention and control,formulating“temporary designation system”,reinforcing the publicity and education and extending the participation of anti-drug non-governmental organizations.
