摘要
教育集团化办学是推进基础教育区域优质均衡发展的重要举措。新时代基础教育集团化办学中面临着认知困顿,办学目标“集”而不“团”;权责模糊,办学主体互动乏力;模式同质,办学方式创新失活;管理疏漏,办学机制运行不畅等现实困境。因此,深入推动新时代基础教育集团化办学的内涵式发展,要做到效能与公平并重,厘清集团化办学目标;调整权力结构,形成多元主体协同办学格局;允许多种办学类型并存,创新个性化办学模式;健全集团化办学机制,提升集团化办学效率,最终推进基础教育集团化办学的优质发展。
Collectivized school-running is a new mode of optimizing the allocation of educational resources.However,collectivized school-running of basic education is facing difficulties including cognitive dilemma,the goal of“gathering”rather than“to be a group”,unclear division of power and responsibility,lack of vitality in innovation and interaction,similar mode operation,slack administration and obstructed running mechanism.In order to deepen the connotative development of collectivized school-running of basic education in the new era,it is necessary to focus on both efficiency and fairness,to clarify the goal of collectivization,to adjust power structure for the multi-subjects coordination,to allow multiple types and modes of school-running,to perfect the mechanism and improve the efficiency so as to promote the high-quality development of collectivized school-running of basic education.
