重要农业文化遗产保护能力建设评估框架及其应用

The Capacity Development Analysis Framework for the Conservation of the Important Agricultural Heritage Systems and Its Application

15年来,我国在体制机制建设、组织机构设立、人员技能培训等多个层面积极开展富有成效的能力建设工作,为重要农业文化遗产的保护持续赋能,遗产认定数量、遗产管理水平与遗产价值挖掘等方面均得到显著提升。文章借鉴国际生物多样性公约与联合国粮农组织等相关机构提出的能力建设分析框架,构建了重要农业文化遗产保护能力建设分析框架,并从保护管理机制建设、保护管理机构建设与保护者能力建设3个方面对15年来相关工作进行了系统梳理与分析。结果发现,在总体上取得了显著进展的同时,法律法规设立、专项资金保障、省级机构建设、多方协作发展等方面尚存在不足。最后,提出了进一步完善遗产保护法规制度、加大专项资金项目支持、强化省级遗产管理机构、促进多方参与遗产保护的建议。

For the past 15 years,China has conducted a series of effective capacity development work in aspects of system and mechanism construction,organization establishment,personnel skill training,injecting a steady stream of new energy into the conservation of Important Agricultural Heritage Systems(IAHS).The work promoted significant improvement in the number of designated heritage sites,the level of heritage management as well as the identification of heritage value.Learning from the proposed capacity development framework of Convention on Biological Diversity(CBD)and FAO,the Capacity Development Analysis Framework for Conservation of IAHS(CBAF)was put forward.Based on the framework,related progresses were systematically summarized and analyzed from three aspects:capacity development of conservation and management mechanism,capacity development of conservation and management institution,and capacity development of stewards.It could be found that the following aspects still remain to be improved in current IAHS conservation including the establishment of laws and regulations,the guarantee of special funds,the construction of provincial institutions,and the development of multi-stakeholder enrollment.Finally,the authors suggested four ways to promote capacity development level of IAHS conservation,namely improving the laws and regulations,increasing the support of special fund projects,strengthening the provincial management institutions,and promoting multi-stakeholder participation.
