英法国内反恐情报机构改革的比较研究

Comparative Study on the Reforms of Counterterrorism Intelligence Agencies in the UK and France

[目的/意义]反恐情报机制建设对于反恐事业的成败至关重要。英国和法国作为传统情报大国,在反恐情报机构改革中的经验与不足,对我国反恐情报机制建设有重要的参考价值。[方法/过程]主要运用定性分析和比较分析法,梳理英法国内反恐情报机构的改革历程,探究其组织架构的调整及由此带来的权责变化与监督机制,比较它们的经验与不足。[结果/结论]英法国内反恐情报机构改革均是恐怖主义威胁“倒逼”的产物,两国都在调整组织架构的过程中不断扩大机构权限,同时加强外部监督问责机制,但诸多矛盾妨碍了改革取得理想效果。

[Purpose/Significance]The construction of counterterrorism intelligence mechanism is vital to the success of the counterterrorism cause.The UK and France,as traditional powers of intelligence,have experience and shortcomings in the reforms of counterterrorism intelligence agencies,which have important reference value for the construction of China's counterterrorism intelligence system.[Method/Process]This article mainly uses qualitative analysis and comparative analysis methods to sort out the reform processes in the UK and France,explore the adjustment of their organizational structures as well as the changes in mandates and accountability of the agencies,and thus compare the reform achievements and deficiencies.[Result/Conclusion]The reforms of counterterrorism intelligence agencies in the UK and France are largely driven by the terrorist crisis.The two countries continue to adjust their organizational structures,expand the mandates of agencies and improve the oversight and accountability systems,in order to make the reforms compatible with law enforcement and censorship.However,several contradictions prevent the reforms from achieving desired results.
