从2019年《美国国家情报战略》看国家情报总监的角色困境

The Role Dilemma of the Director of National Intelligence from the Perspective of the 2019-edition National Intelligence Strategy of the United States of America

[目的/意义]2019年《美国国家情报战略》是全面反映美国情报战略规划、指导情报实践的核心载体,也是理解当前及未来一段时期美国情报工作调整和情报力量建设的“总开关”。对其进行深入剖析,可以发现美国情报界发展面临的诸多问题和挑战。[方法/过程]基于文本研究视角,以2019年《美国国家情报战略》为切入点,对战略实施的困难点进行进一步探究,揭示情报界发展的内在矛盾性。[结果/结论]研究发现,美国国家情报总监身兼总统“首席情报顾问”、国家情报总监办公室这一“独立机构”在国会的“代言人”以及情报界内部“协调人”多重身份,使其深陷“角色困境”之中,一定程度上影响了2019年《美国国家情报战略》的实施。

[Purpose/Significance]The 2019-edition National Intelligence Strategy of the United States of America(NIS)is the core carrier of the U.S.intelligence strategic planning and the intelligence practice guidelines,and it is also a key to understand the current and future adjustment of the U.S.intelligence work and the construction of the intelligence force.By analyzing this article,we can find many problems and challenges in the development of U.S.Intelligence Community(IC).[Method/Process]Based on the perspective of textual studies,this paper takes the 2019-edition NIS as the starting point to further explore the difficulties in the implementation of the strategy,and reveal the inner contradictions in the development of the IC.[Result/Conclusion]It is found that the multiple identities of the Director of National Intelligence,which is regarded as the president's principal intelligence adviser,the advocator of the independent agency,namely the Office of the Director of National Intelligence(ODNI),in Congress,and the coordinator within the IC,make him deeply trapped in the role dilemma,which to some extent affects the implementation of the 2019-edition NIS.
