印度国防安全智库分析——以“空中力量研究中心”为例

Analysis of Indian Defense Security Think Tanks:Taking the Center for Air Power Studies as an Example

[目的/意义]通过对印度国防安全智库—空军力量研究中心这一具有特殊性的对象进行剖析,分析总结其主要功能、特点,为我国相关领域的智库建设发展提供借鉴和启示。[方法/过程]通过发展历史、治理架构、研究产品、研究团队、设定项目和附属机构等方面进行分析印度国防安全类智库的基本功能和特点。[结果/结论]研究结果表明,近年来以空军力量研究中心为代表的国防安全类智库的兴起,有着深刻的原因:除具有产出丰富的国防安全思想、汇聚大量的国防安全精英人才和传播大众型文化的功能外,还具有政策性、实用性的战略定位,以客观独立性为标签,委员会管理模式以及单向“旋转门”机制的显著特征。

[Purpose/Significance]By analyzing the special object of Center for Air Power Studies,an Indian Defense Security Think Tank,analyzing its main functions and characteristics,and summarizing its construction experience,this research can provide reference and enlightenment for the development of think tanks in relevant fields in China.[Method/Process]By analyzing the development history,governance structure,research products,research team,projects and affiliated institutions,the basic functions and characteristics of India's defense security think tanks are revealed.[Result/Conclusion]The research results show that the rise of defense security think tanks represented by the Center for Air Power Studies in recent years has profound reasons:in addition to the functions of producing rich defense security ideas,gathering a large number of defense security elites and disseminating popular culture,it also has the strategic positioning of policy and practicality,marked by objective independence,the distinctive features of the committee management model and the one-way"revolving door"mechanism.
