农民合作社规范化建设:失范成因、浙江经验与政策建议

Standardization of Farmer Cooperatives: Causes of Anomie, Experience of Zhejiang Province, and Policy Suggestion

农民合作社规范化发展是新时代推进新型农业经营主体高质量发展的核心内容。文章归纳了农民合作社失范的表现与成因,结果表明,农民合作社失范主要表现为农村弱势群体主体地位不突出、组织运行机制不健全、利益联结不紧密、财务管理不规范。失范根源在于组织成员谈判力的失衡、政府扶持的错位以及政府监管的失位。结合浙江的经验,文章建议应精准识别加大清理整顿力度,加强对合作社组织的财务管理监督,通过规范化引导实施精准扶持、兼顾管理者和普通成员的利益,实现农民合作社的规范化发展。

Standardization of farmer cooperatives is at the core of promoting high-quality development of new agricultural management entities in the new era. This paper focuses on exploring the anomic behaviors of farmer cooperatives and its reasons. The results show that the anomie of farmer cooperatives includes under-representation of vulnerable groups, imperfect operational mechanism, loose interest linkage, and non-standard finance management. The root causes lie in three factors of imbalanced bargaining power between members, misaligned policy incentives, and lack of government supervision. From the experience of Zhejiang province, this paper suggests that governments should target identification and step up rectification efforts, strengthen the supervision on cooperatives′ finance management, and carry out targeted support via standardization to take into account the interests of both managers and members, so as to realize the standardization of farmer cooperatives.
