摘要
高新技术企业总量和国家高新区企业总量中,高技术产业型企业数量占比分别为43.3%和45.9%。以高新技术企业为比较对象,运用三阶段DEA模型,研究国家高新区高技术产业技术效率差异。结果表明,国家高新区高技术产业制造业技术效率被低估,高技术产业服务业技术效率被高估,但高新技术企业中高技术产业技术效率均被高估。调整后,国家高新区高技术产业制造业规模优势最显著,仅计算机及办公设备制造业技术效率为1。调整产业结构,优化税费政策,提高国际竞争力,可有效提高国家高新区高技术产业技术效率。
Among the total number of high-tech enterprises and the total number of enterprises in the national high-tech zone,the number of high-tech industrial enterprises accounts for 43.3%and 45.9%respectively.High-tech enterprises and national high-tech zones were selected as the high-tech industrial agglomeration carriers,and three-stage DEA model was used to study the technical efficiency differences of high-tech manufacturing industry and service industry in each carrier.Results show that the two vector’s efficiency of the high technology service industry is overvalued and the carrier efficiency of high-tech enterprises in high-tech manufacturing industry is overestimated,but the carrier efficiency of national high-tech zone is underestimated.After adjustment,the scale advantage of high-tech manufacturing carrier in national high-tech zone is the most significant.Taking measures of adjusting industrial structure,optimizing tax and fee policy,and improving international competitiveness can improve carrier efficiency of high-tech industry effectively.
