精准扶贫中第一书记的作用发挥与现实困境——以桂南B村的驻村帮扶实践为例

The Role of the First Secretary in Targeted Poverty Alleviation and Its Realistic Dilemma——A case study of village B in southern Guangxi

实现共同富裕是社会主义的本质要求,精准扶贫、精准脱贫、消除贫困是对共同富裕的最好阐释.派驻第一书记是我国精准扶贫、精准脱贫的重要机制.在脱贫攻坚的决胜阶段,第一书记的主要工作是:组织落实扶贫项目,参与整合涉农资金,积极引导社会资金,促进贫困村、贫困户脱贫致富;帮助选准发展路子,培育农民合作社,增加村集体收入,增强"造血"功能.随着驻村帮扶工作的日益制度化和规范化,第一书记作用的发挥遭遇现实困境,突破这一困境是当前扶贫脱贫工作亟待解决的问题.

Realizing common prosperity is the essential requirement of socialism.Precise poverty alleviation,precise poverty alleviation and poverty elimination are the best explanations for common prosperity.Sending the first secretary is an important mechanism for targeted poverty alleviation and poverty alleviation.In the decisive stage of poverty alleviation,the main work of the first secretary is to organize and implement poverty alleviation projects,participate in the integration of agriculture related funds,actively guide social funds,and promote poverty-stricken villages and poor households to get rid of poverty and become rich;help to choose the right development path,cultivate farmers’cooperatives,increase village collective income,and enhance the"hematopoietic"function.With the increasingly institutionalization and standardization of the assistance work in villages,the first secretary’s role has encountered a real dilemma.Breaking through this dilemma is an urgent problem to be solved in the current poverty alleviation and poverty alleviation work.
