科技企业孵化器公共服务优化研究——以陕西为例

Research on the Public Services of Technology Business Incubators——Take Shaanxi as an Example

为了把握科技企业孵化器公共服务现状,笔者对陕西省28家孵化器及300家在孵企业进行了问卷调查与实地访谈。研究发现,目前科技企业孵化器主要提供物业服务、人力资源服务、运营管理服务、投融资服务、专业服务和创业相关服务等六大类服务。但是存在公共服务接受率低、孵化服务链条不够完整、供需对接不精准等问题,因此,需要孵化器向前端和后端延伸孵化链条、重点打造“经验+资源+资金”的服务体系、完善孵化器的管理制度与手段、提高专业化服务能力;需要政府建立健全相关政策体系、打造“财政+金融”的科技金融支持模式、创新管理体制强化政府平台型角色。

In order to grasp the status quo of public services of technology business incubators,this study conducted questionnaire surveys and field interviews with 28 incubators and 300 incubating companies in Shaanxi Province.The study found that the current technology business incubators mainly provide six categories of services,including property services,human resources services,operation management services,investment and financing services,professional services and entrepreneurial-related services.However,there are problems such as low acceptance rate of public services,incomplete incubation service chain,and inaccurate connection between supply and demand.Therefore,incubators need to extend the incubation chain to the front and back ends,focus on building a service system of“experience+resources+funds”,and improve the incubator Management systems and methods to improve professional service capabilities;the government needs to establish and improve relevant policy systems,create a“finance+banking”technology financial support model,and innovate management systems to strengthen the government’s platform-based role.
