基于灰色关联决策法的水库移民后期扶持效果评价

Evaluation of Supporting Effect of Reservoir Resettlement Based on Grey Relational Decision Method

基于水库移民系统信息的不确定和复杂性的特点,为了客观合理地评价移民后期扶持政策实施情况,以四川省马边县境内的官帽舟水库搬迁移民为实例,根据移民后期扶持监测与评估的数据,构建移民后期扶持效果评价指标体系,采用熵值法确定权重,建立灰色关联决策模型,进行水库移民后期扶持效果评价。结果表明,该评价方法合理可靠,能够比较准确地评价移民后期扶持实施效果,可为移民后期扶持政策实施效果评价工作提供参考。

Based on the characteristics of uncertainty and complexity of information on reservoir resettlement system,in order to objectively and reasonably evaluate the implementation of post-immigration support policies,the analysis of the migration of the Guanmaozhou Reservoir in Mabian County of Sichuan Province is carried out as an example.Supporting the data of monitoring and evaluation,the evaluation index system of post-immigration support effect was constructed.The entropy method was used to determine the weight,and the grey relational decision-making model was established to evaluate the post-reservoir support effect.The results show that the evaluation method is reasonable and reliable,and can accurately evaluate the implementation effect of post-immigration support,which can provide some reference for the resettlement management department to evaluate the implementation effect of the later support policies.
