随着智能视频监控技术迅速发展,自动识别越来越精准,算法不断优化,视频技术不断提高,已广泛应用于单位考勤系统、社会安防等领域,为公安机关社会管理提供了更高效便捷的途径。智能视频监控技术在住宅小区的治安管理中大有可为:通过人脸识别技术自动追踪定位可疑人员、大数据分析研判预警、人工智能数据更新录入等。目前,智能视频监控技术在住宅小区的应用仍存在技术设备落后、数据封闭致使信息不完善、缺乏协同合作、发展模式单一和重视度不足等问题,应当完善技术设备,完善信息数据系统,打造多元主体共同建设智能系统,建立公安和物业、居委会联动机制,促进完善有关隐私权保护法律政策。

With the vast development of Closed Circuit-monitoring TV(CCTV) technology and related algorithm, functions including auto-recognition has become more and more accurate. With its broad appliance in attendance and social security, the CCTV technology has been providing an efficient and convenient way for public security organs. It is reasonable to state that CCTV and related technologies have their potential in the security management of residential areas as well. For example, the Face Recognition Technology could be used in tracing suspicious victims, and information updating as well as security pre-warning could be made via big data and related systems. However, the actual application of CCTV is far beyond expectation at this stage. Multiple issues occur in present situation including lagging equipment, closed data circle which results in incomplete information sharing, and the lack of cooperation, multi-directional development and social attention. To meet the ideal status, equipment should be updated in real time and information-sharing systems should be made among the government and communities to build a stable plural system. Also, legal constructions of privacy protection should be pushed in order to ensure the overall safety of personal data.
