开展山水林田湖草生态保护修复工程是推进我国生态文明建设的重要内容,也是解决我国生态环境问题的重要途径,系统治理是生态保护和修复的核心。论文通过对工程目标的阐述和工程特点的分析,提出工程总承包才是真正适用此类工程项目实施的承包模式。

Ecological protection and restoration projects of mountains-rivers-forests-farmlands-lakes-grasslands is an important part of ecological civilization construction,also is an important approach to solve ecological environmental problems,systematic governance is the core component of the ecological protection and restoration.Through the elaboration of the project objectives and the analysis of the project characteristics,this paper puts forward that the general contract model is the perfect contract mode applicable to the implementation of such projects.
