探讨市级公立医院编外人员管理问题及对策 被引量:3

摘要 随着医疗事业的快速发展以及医院规模的扩大,医院的人力需求也随之增加。但编外人员在薪资待遇、职称晋升、保险等方面均与编内人员有一定的差距,随着近年来公立医院编外人员数量的增多,编外人员的管理问题也日益突出。公立医院编外人员同在编人员一样在维持医院正常运作中具有重要价值,且编外人员在医院人才队伍建设中占据重要地位,能够为医院创造极大的效益。这也要求医院建立合理的管理方案对待每一位员工,缩小编制差距和人员歧视,优化编外人员的工作环境,以提升他们的工作激情和归宿感,强化团队意识和团队凝聚力。每项考核结果均与职称晋升、奖惩制度相关,将编外人员纳入中层管理岗位竞争制度中,将优秀的编外人员任聘为管理人员,能够为其他编外人员树立榜样,鼓励其他编外人员积极主动工作;对于专业知识能力较好、在专业期刊上能发表自己的论文的编外人员,可给予相应的奖励,并鼓励其继续提高理论知识水平,组织学习进修,为医院创造更高的价值。本文就对一市级公立医院编外人员管理中存在的问题进行分析,并提出针对性的解决策略,为促进医院的稳定发展、人才建设提供参考依据。 With the rapid development of medical industry and the expansion of hospital scale,the demand of hospital manpower is also increasing.However,there is a certain gap between the non staff personnel and the internal staff in terms of salary,professional title promotion and insurance.With the increase of the number of non staff personnel in public hospitals in recent years,the management problems of non staff personnel are becoming increasingly prominent.The non staff personnel in public hospitals have the same important value in maintaining the normal operation of the hospital,and the non staff personnel occupy an important position in the construction of hospital talent team,which can create great benefits for the hospital.This also requires the hospital to establish a reasonable management program to treat every employee,narrow the gap between the establishment and personnel discrimination,optimize the working environment of the non staff personnel,so as to enhance their work passion and sense of belonging,and strengthen the team consciousness and team cohesion.Each assessment result is related to the title promotion,reward and punishment system,including the non staff personnel into the middle-level management position competition system,and appointing excellent non staff personnel as management personnel can set an example for other non staff personnel and encourage other non staff personnel to work actively.For non staff personnel with good professional knowledge and ability and able to publish their own papers in professional journals,they can be given corresponding rewards,and encourage them to continue to improve the level of theoretical knowledge,organize learning and further study,and create higher value for the hospital.This paper analyzes the problems existing in the management of non staff personnel in a municipal public hospital,and puts forward targeted solutions,so as to provide reference for promoting the stable development of the hospital and talent construction.
