职员制度下高校管理人员的职业发展 被引量:6

摘要 职员制度是高等学校管理人员职业发展的主要政策依据和晋升通道。高等学校职员制度改革经历了从确定基本框架到改革试点,再到全面铺开的渐进过程。目前我国高校可以为职员提供的职业发展路径主要有职员职级晋升通道和专业技术职务晋升通道。但是,当前高校职员制存在通道不畅、待遇偏低、定位不明等诸多问题,要完善职员职业发展体系,解决职员职业发展的机制性障碍,进行分类、分段管理,细化职级分级,提高岗位待遇,这样才能充分调动管理队伍的积极性与创造力。 The staff system is the major policy basis and promotion channel of the professional development of the administrative staff in institutions of higher learning.The reform of the staff system in institutions of higher learning has gone from the ascertaining of the basic framework to the reform pilot project,further to the progressive process ofcomprehensive implementation.The major development paths the institutions of higher learning can offer for the staff are the rank promotion and professional title promotion.The current staff system in institutions of higher learning has encountered problems such as inhibited channels,low welfare,and unclarified positioning,etc.To fully motivate the enthusiasm and innovation of the staff,we should better the professional development system of the staff,solve the mechanism obstacles of the very development,conduct management through classification and ranking,specify rank classifications,and promote the postwelfare.
