社会建设是中国特有的概念,其本质是通过社会重组和社会重建,应对现代社会变迁带来的社会风险。现代化发展越快,社会建设越重要。市场和市场经济内嵌于社会之中,市场监管离不开社会建设和社会参与,发达工业化国家的市场监管实践已经证明了这一点。改革开放以来,我国市场监管体系不断完善,但总体上社会参与仍然不足,需要将政府市场监管职能主动融入社会建设。从社会建设角度看,我国政府的市场监管模式还需要借鉴国外有益经验,从理念、结构、政策、技术等方面入手,为社会参与创造条件。

As a unique conception in China,society building is a response to modern social risks by social reconstruction.Rapid modernization calls for better society building.Market economy is naturally embedded in social community,and policy practice in industrial countries has shown the necessity of social participation in market regulation.Since reform and opening of China,market regulatory system has improved significantly.But society building still lags and needs more in-depth interactions with market.Experiences from industrial countries should be introduced into Chinese regulatory system.
