列宁将社会主义建设比喻为"正在攀登一座还没有勘察过的非常险峻的高山",并为之做了毕生艰辛的探索。以当今时代的视角考察,列宁社会主义监督思想的价值意蕴,集中体现为三个特性:将马克思主义基本原理和俄国社会实际相结合的实践性,对党代会年会制、党的代表大会选举制等党内工作运行机制作了创新,发展了党内组织原则;突出无产阶级政权人民主体地位的人民性,从理论上论证工农群众掌握监督权的重要性,探索落实工农群众的监督权;注重多管齐下推进社会主义监督建设和改革的系统性,注重制度设计与创新经验、政治建设与经济文化建设、党内监督和行政监督相结合。

Lenin,who likened socialist construction to"climbing an unexplored steep mountain devoted himself to this exploration.From the perspective of the present era,Lenin’s thought on socialist supervision has three salient characteristics.First,he combined the basic principles of Marxism with the reality of Russian society,made innovations on the intraparty mechanisms including the system of the annual party congress and the electoral system for the party congress,and developed the principles of the party organization.Second,he underscored the principal status of the people in the proletarian government,argued for the importance of the supervision rights by the workers and peasants in theory,and explored to implement the supervision rights in practice.Third,he adopted a multi-pronged approach to building and reforming the socialist supervision system,and attached importance to integrating institutional design with innovation experience,political construction with economic and cultural construction,internal party supervision with administrative supervision.
