On Mao Zedong and the Senior Cadres’Meeting of the Northwest Bureau

西北高干会前,毛泽东长期关注并试图解决西北党史遗留争论、西北局一元化领导、陕甘宁边区经济建设这三个问题,但是由于历史条件和认识等主客观因素限制,这些问题都未能得到根本性解决。西北高干会期间,毛泽东指导对西北党史遗留争论进行重新定性,强调西北局对陕甘宁边区政府、驻军等一元化领导,提出巩固和发展陕甘宁边区经济的指导思想和具体措施。西北高干会后,毛泽东对高干会关于上述这三个问题做出的相关结论进行了积极的维护和落实。毛泽东通过西北高干会基本解决了西北党史争论问题,理顺了西北局与边区政府、驻军领导隶属关系,解决了边区经济建设的指导方向,特别重要的是为当时中共全党整风运动如何正确处理历史遗留问题积累了经验。

Before the Senior Cadres’Meeting of the Northwest Bureau was convened,Mao Zedong had paid close attention to and tried to resolve the three issues,i.e.the disputes over the Northwest Party left by history,the unified leadership of the Northwest Bureau,and the economic construction of the Shaanxi-Gansu-Ningxia Border Region,which had remained unresolved due to historical and cognitive constraints,as well as the limitations of other subjective and objective factors.During the meeting,Mao Zedong initiated to redefine the historical controversies concerning the Northwest Party,highlighted the unified leadership of the Northwest Bureau over the government of the Shaanxi-Gansu-Ningxia Border Region and the troops stationed in the region,and put forth the guiding ideology and specific measures to consolidate and develop the economy of the Region.After the meeting,Mao earnestly upheld and implemented the relevant conclusions on the issues.Through this meeting,Mao basically solved the historical controversies,straightened out the leadership-affiliation relationship between the Northwest Bureau and the Border Region government and the troops,and defined the guiding direction for the economic construction of the Border Region.What’s more important,the meeting accumulated experience in handling the problems left by history for the rectification movement in the Party at that time.
