日美经贸摩擦的政治解决过程——兼论与中美经贸摩擦的比较

The Political Solution of Japan-U.S.Trade Friction:With a Comparison with China-U.S.Trade Friction

日美经贸摩擦曾长期且多领域存在,并催生了激烈的政治性对立。历史上,三种类型的日美经贸摩擦几乎是相继发生的,其演变过程反映了宏观层面的国际结构性变化,也展示了其政治解决过程与基本模式。中美经贸摩擦和日美经贸摩擦一样,都出现了经济问题政治化的现象,而且经贸摩擦无法利用世贸组织的多边机制从法律层面加以解决,需要两国政府通过磋商寻求政治解决,但又存在明显不同。考察日美经贸摩擦发展及政治解决过程的经验教训,可资中美解决经贸摩擦参考。

Japan-U.S.trade friction has existed for a long time and in many fields,resulting in fierce political confrontation.In the history,there are three types trade friction between Japan and the U.S.that have occurred almost one after another,which reflects the intertnational structural changes as well as the process and fundemental model of political solution of the friction.In the trade friction between China and the U.S.,like that between Japan and the U.S.,there are politicization of economic problems,and the trade friction can not be solved from the legal level throughout the multilateral mechanism of the WTO and demand bilateral negotiation.The investigation of Japan’s experience in Japan-U.S.trade friction can provide some reference for the solution of economic and trade friction between China and the U.S..
