摘要
文章采用层次分析法(AHP法)对广东省现代农业产业园体系进行评价,旨在为产业园发展提出建议。评价指标部分,采用分值法打分模式进行量化分析,重点分析现代农业产业园评价原则及评价模式构建,并对广东省现代农业产业园的权重进行排列。结果表明,广东省现代农业产业园体系中乡村振兴X_1(0.58)为主要一级指标;产业融合(0.55)、农民带动(0.45)、科技创新(0.38)、人才保障(0.36)、基建配套(0.26)为二级指标;农民收入(0.40)、吸纳农村就业人口(0.23)、人才待遇(0.20)、自动化程度(0.18)、与高校、科研单位合作企业数量(0.15)、人才引进数量(0.11)为主要三级指标。政府应在现代农业产业园用地方面给予保障,但要警惕地产化。应大力完善相关基础设施配套,提高园内工作人员生活待遇,吸引农民就地就业,从而更好地促进城乡融合。
The modern agricultural industrial park systems in Guangdong province were evaluated by using Analytical Hierarchy Process(AHP)in order to provide some suggestions on their construction.Evaluation indexes were created by using scoring method and used for quantitative analysis,focusing on the analysis of evaluation principles and establishment of evaluation models for modern agricultural industrial parks,and the weights of modern agricultural industrial parks in Guangdong province were ranked.The results showed that in the modern agricultural industrial park systems for Guangdong province the rural revitalization X1(0.58)is the main first-level index,that the industrial integration(0.55),farmer involvement(0.45),scientific and technological innovation(0.38),talent support(0.36),and supporting infrastructure(0.26)are the second level indicators,and that the farmers'income(0.40),rural employed population(0.23),talent remuneration(0.20),degree of automation(0.18),number of enterprises in cooperation with universities and research institutions(0.15),and number of talents introduced(0.11)are the third level major indicators.The government should guarantee allocation of the land use for the modern agricultural industrial parks,but should avoid alertly the use of the land for the construction of real estates.The government should improve the living conditions for park staff,attract farmers to find jobs on the spot,improve infrastructure and public facilities,and promote integration between the urban and the rural areas.
