体育社会组织走向体育治理:动力、困境及路径分析

Sports Social Organization Towards Sports Governance: Impetus, Dilemma and Realization Path

体育社会组织能精准、动态把握公众的多元化体育需求,可以为体育治理提供精确靶向,其进入体育治理体系并发挥重要作用是必然的趋势.研究认为,政府缺位、市场失灵、政策环境和多元需求是体育社会组织走向体育治理的动力;然而,其存在辐射人群有限、独立性不足、治理深度不够、公共性较为缺乏等困境,严重限制了其参与体育治理的效应实现.在此基础上,提出了实现体育社会组织走向体育治理的路径:革新政府理念,推进治理模式从"工具主义"向"合作治理"转型;优化政策供给,构建体育社会组织内部治理的框架制度;强化专业水平,夯实体育社会组织的自治能力;加强政社合作,建立互惠合作的多元治理框架.

Sports social organizations can accurately and dynamically grasp the diversified sports needs of the public, so it is an inevitable trend for them to enter the sports governance system. According to the research,the absence of government, market failure, policy environment and diverse needs are the driving forces for sports social organizations to move towards sports governance. However, such difficulties as limited radiation population,insufficient independence, insufficient governance depth and lack of publicity, seriously limit the realization of sports governance effect. Realization paths are put forward: reforming the concept of government, and transforming from "instrumentalism" to "cooperative governance";optimizing the policy supply, and constructing the framework system of internal governance;strengthening the professional level, and promoting the autonomy ability of sports social organizations;implementing cooperation between government and social organizations, and establishing a multi-governance framework for mutual benefit and collaboration.
