扶志的伦理价值及其实现路径——基于脱贫攻坚战略视野

The Ethical Value and Realization Path of Boosting Aspiration from the Perspective of Poverty Alleviation Strategy

2020年是脱贫攻坚收官之年,回顾近年来的治理经验以及今后转向相对贫困问题的治理,前后历程都离不开对扶志问题的关注。首先回顾和分析了贫困治理中存在的精神贫困问题,进而提出了扶贫先扶志的重要意义,扶志在精准扶贫中占有的重要地位,因此重点揭示了对症扶志的伦理价值与人文意蕴,最后从个体、组织、政策三个维度探讨了脱贫攻坚战略下扶志的实现路径。

The Year of 2020 marks the end of the campaign against poverty.Looking back on the experience of governance in recent years and turning to the governance of relative poverty in the future,you will realize the whole process can not be separated from the attention paid to the issue of boosting aspiration.This paper first reviews and analyzes the spiritual poverty problem in poverty control,and then puts forward the significance of boosting aspiration before poverty alleviation as well as the important position of boosting aspiration in targeted poverty alleviation.Therefore,this paper focuses on the ethical value and humanistic implication of boosting aspiration,and finally probes into the path of boosting aspiration under the strategy of poverty alleviation from three dimensions of individual,organization and policy.
