The Development Transition and Governance Reform:Governance Logic and Innovation Path of Rural Residential Environment--Based on the Investigation of Villages in the Southeast of Hebei Province

伴随着农村现代化的发展,农村人居环境的治理问题日益突出。在农村人居环境治理中,治理政策与行动不仅具有外部嵌入性与工具理性特征,而且治理行动的行政逻辑凸显、村民主体性边缘化问题明显。与此同时,城乡空间地位不平等导致农村人居环境治理政策错位、治理技术缺位。要以工具理性与价值理性相统一推进农村人居环境治理行动,让人居环境治理契合农村居民的主体性诉求,并建立完备的制度与技术保障。

With the development of rural modernization,the governance problem of rural living environment has become increasingly prominent.In the governance of rural living environment,governance policies and actions not only have the characteristics of external imbedding ability and instrumental rationality,at the same time,the administrative logic is highlighted and villagers'subjectivity is obviously marginalized.Meanwhile,the inequality of urban and rural spatial status leads to the dislocation of the governance policies on rural living environment and the absence of governance technology.It is necessary to integrate instrumental rationality and value rationality to promote the governance of rural living environment,so as to make the governance fit the subjective demands of rural residents,and establish a complete system and technical support.
