摘要
近年来,我国政府采购规模持续增长,已经成为财政支出的重要组成部分。但政府采购在节约国家财政资金、降低交易费用、提高资金利用的同时,也存在着采购周期长、采购效率低等问题。本文以北华航天工业学院图书馆为例分析研究高校图书馆图书政府采购工作的情况和所遇到的问题,从改变采购方式、建立入围制联合采购模式等方面提出解决建议。
China’s government procurement has become an important component of financial expenditure with its scale increasing.While government procurement can save national financial funds,reduce transaction costs and improve the utilization of funds,it also faces the problems of long procurement cycle and low procurement efficiency.Based on the investigation of a university in north China,this paper analyzes the situation and problems encountered in the government procurement of books in university libraries,and offers solutions to change the procurement mode and establish the joint procurement mode of shortlisted system.
