Economic Operation Analysis of Disease Control and Prevention in Henan Province from 2003 to 2018

目的:系统分析2003—2018年河南省疾病预防控制机构经济运行情况,推动疾控机构高质量发展。方法:利用卫生财务数据对疾控系统的机构和人员数量、收支及薪酬等指标进行分析,结合文献资料分析疾控体系存在的主要问题与挑战。结果:2003—2018年河南省疾控机构数量和卫生技术人员均有所下降,财政补助收入占比低于全国平均水平,编制不足与空编并存,薪酬水平存在一定提升空间。结论:为实现疾控机构高质量发展,河南省还需建立稳定的投入机制、符合疾控机构特点的薪酬制度等。

Objective:To analyze the economic operation of the Centres for Disease Control and Prevention(CDCs)in Henan Province from 2003 to 2018,to promote the high-quality development of the CDCs:Methods:Using health financial data to analyze the indicators such as number of institutions and personnel,revenue and expenditure,and salary level of CDCs,and to analyze the main problems and challenges of the disease control and prevention system combined with literature-Results:From 2003 to 2018,the number of CDCs and health technicians of CDCs in Henan Province declined,the proportion of financial subsidy to total revenue was lower than that of the national average,insufficient staffing and empty staffing coexisted.There is room for improvement in salary levels.Conclusion:In order to achieve high-quality development of CDCs,Henan Province still needs to establish a stable investment mechanism and a salary system that meets the characteristics of CDCs.
