The Establishment and Application of the Dutch Health Workforce Demand Model:Taking General Practitioners as an Example

目的:以全科医生为例,对荷兰卫生人力资源需求模型进行介绍,以期避免人力资源在短缺与过剩之间循环。方法:主要采取案例描述和文献分析,对荷兰卫生人力需求模型的建立、内容和测算进行描述。结果:卫生人力资源规划是一项非常复杂的任务。发展的相关因素都能对供需平衡产生影响。全科医生规划似乎能使供需趋于平衡,但除对供应和需求进行分析外,还要考虑利益相关者提出的培训需求。结论:过去20年,荷兰的卫生人力供需模型被普遍接受。模型的优势在于可用于不同类别卫生技术人员和附属卫生工作者的预测,但弱点是不能分析具体机构的需求数量,还有提高的空间。

Objective:It mainly introduces the demand model of health human resources implemented by general practitioners in the Netherlands,in order to avoid this cycle of human resources between shorage and excess.Methods:It mainly adopts the method of case description and literature analysis,taking the general practitioner as an example,to describe the establishment process,model content and calculation method of Dutch government health manpower demand model.Results:Health human resource planning is a very complex task.The relevant factors of development can influence the balance of supply and demand.GP planning seems to able to balance supply and demand,but supply and demand models need to be acceptable to all stakeholders.In addition to the analysis of supply and demand,the need for general practitioner training proposed by stakeholders should also be considered.Conclusion:In the past 20 years,the analysis model of health manpower supply and demand in the Netherlands has been generally accepted.The advantage of this model is that it can be applied to the prediction of different types of health technicians and other affiliated health workers,but the weakness of this model is that it can not analyze the demand quantity of specific institutions,and there is still room for improvement in this model.
