摘要
在对中国深圳与美国硅谷的科技创新驱动力、营商和生活主要成本、政府作用、创新文化等方面进行系统比较的基础上,深入剖析深圳科技创新发展的存在问题,从科技产业发展、政策和文化、生产要素流通网络、城市间协调发展、可持续发展、科技成果转化等方面总结旧金山湾区科技创新发展的一系列成功经验。以此为启示,提出广深科技创新走廊深圳段科技治理的思路:发挥中心城市、科技创新巨头优势,补足科技创新短板;清除体制机制障碍,提升治理水平;突破瓶颈,优化创新生态系统;加强协调联动,利用好国内外资源发展科技创新;特别在土地使用和社会福利保障方面,分工协作,合力保障公共产品、服务供给的数量和质量。以期为推进广深科技创新走廊跻身国际一流科技走廊提供参考借鉴。
Based on a systematic comparison of the driving forces of scientific and technological innovation, the main costs of commercial operating and living, the role of government and the innovation culture between Shenzhen and Silicon Valley, this paper deeply analyzes the existing problems in the development of scientific and technological innovation in Shenzhen, and summaries a series of successful experiences in scientific and technological innovation development in San Francisco Bay Area, such as science and technology industry development, policy and culture, production factor circulation network, coordinated development between cities, sustainable development, transformation of scientific and technological achievements and so on. On this basis, the paper puts forward the following ideas for scientific and technological governance in Shenzhen section of Guangzhou-Shenzhen Scientific and Technological Innovation Corridor: giving full play to the advantages of central cities and technological innovation giants, complementing the short board of scientific and technological innovation;removing the impediment of institutional and institutional barriers and improving governance;breaking through bottlenecks and optimizing innovative ecosystems;strengthening coordination and linkage, making good use of domestic and foreign resources to develop scientific and technological innovation;especially in land use and social welfare security, working together to ensure the quantity and quality of public goods and services. The purpose of this paper is to provide reference for promoting the Guangzhou-Shenzhen Scientific and Technological Innovation Corridor into the international firstclass science and technology corridor.
