智能生产与服务网络体系中军地新型产业联盟结构及其界壳研究

Research on Structure&JieKe of New Industrial Alliance Between Military&Local Governments in Intelligent Production&Service Network System

围绕智能生产与服务网络体系构建军地新型产业联盟(以下简称"新型产业联盟"),并探讨其组织形式、运行机制。新型产业联盟需要以智能生产与服务网络体系为网络基础建设新型产业创新平台,在国家重大产业项目的推动下形成于新型产业创新平台之中,其战略目标是稳国防、促经济,理论上应包含5个组成系统:技术联合开发系统、生产与服务合作系统、信息交互系统、基础设施共享系统、产业联盟统一规制系统。鉴于新型产业联盟在和平时期和战争时期具有不同的运行机制,从技术安全、管理安全视角设计新型产业联盟网络界壳,以保障新型产业联盟的网络系统运行安全。

Focusing on the intelligent production and service network system,this paper builds the new industrial alliance between military and local governments(hereinafter referred to as the"new industrial alliance"),and discusses its organizational form and operation mechanism.The research shows that the new industrial alliance needs to build a new industrial innovation platform based on the network system of intelligent production and service,which is formed in the new industrial innovation platform under the promotion of national major industrial projects,its strategic objective is to stabilize national defence and promote the economy,there should be five constituent systems in theory,including technology joint development system,production and service cooperation system,information interaction system,infrastructure sharing system and industry alliance unified regulation system.In view of different operational mechanisms of the new industrial alliance in peacetime and wartime,the paper designs the network JieKe from the perspective of technology security and management security,so as to ensure the new industrial alliance network system operation security.
