Research on the Theory and Policy System of Digital Economy

数字经济的形态和发展规律不同于传统经济,这对未来数字经济发展和管理提出了新的课题。梳理国内外现有的数字经济政策,分析数字经济的理论基础、发展规律和趋势,从数字经济发展需要的专用政策和通用政策两方面构建其理论政策体系。专用政策包括规划布局和选择性政策、功能性政策、竞争性政策、拓展性政策等,通用政策包括要素政策、财税政策、企业政策、社会政策等。

Generally speaking,the form and development law of the digital economy is different from the traditional economy,which raises new issues for the future development and management of the digital economy.This article combs the existing digital economy policies at home and abroad,analyzes the theoretical basis,development laws and trends of the digital economy,and constructs a theo⁃retical policy system from both the special policies and general policies required for the development of the digital economy.Among them,specific policies include planning layout and selective policies,functional policies,competitive policies,expansion policies,etc.,and general policies include element policies,fiscal and tax policies,corporate policies,and social policies.
