全面建成小康社会条件下我国普惠性民生建设的方向与重点

The Direction and Main Tasks of China’s Universal Social Welfare Development in a Moderately Prosperous Society in All Respects

在全面建成小康社会的条件下,我国民生建设面临新的目标和要求。党中央提出了加强普惠性民生建设的要求,而如何全面理解和落实这一要求是摆在我国学术界和各级政府面前的一个重要任务。文章结合国际经验和我国实际,从理论上分析了普惠性民生建设的含义和内容,以及当前我国加强普惠性民生建设的意义、目标、原则和具体任务。文章认为,在全面建成小康社会的条件下,我国加强普惠性民生建设对完善民生保障体系具有重要的意义。在过去近20年里我国普惠性民生建设已经取得显著成就,但目前还存在一些短板,应该进一步加强。在此基础上,文章提出了当前我国普惠性民生建设的重点领域,以及全面建成小康社会条件下我国普惠性民生建设的目标、原则与要求。

Under the new condition of a moderately prosperous society in all respects, China’s social welfare system has new goals and requirements. The Communist Party of China’s Central Committee has set the requirement to reinforce the universal social welfare system. It is a significant task for social policy researchers and policymakers to understand and implement this requirement. For this reason, based on the international experiences and national practices, this paper explains the theoretic meanings and components of the universal social wellbeing system. According the author, under the condition of a moderately prosperous society in all respects, it is significant for completing the overall social wellbeing protection system to reinforce the universal social wellbeing programs. In last two decades universal social wellbeing programs have made significant achievements, but there are still some weaknesses, and thus they need to be further strengthened. Based on this judgment, this paper analyzes the main areas of current social welfare development, and proposes the general goals, principles and requirement for further developing social wellbeing programs in a moderately prosperous society in all respects.
